Since the introduction of the current PSPO, patterns of anti-social behaviour within Leeds City Centre have changed. Over the past three years, a number of emerging and evolving behaviours have been identified that are causing nuisance, harassment, alarm and distress to residents, visitors, businesses and those working within the city centre. Feedback from local communities, businesses and partner agencies, together with operational intelligence gathered by enforcement services and West Yorkshire Police, has highlighted the need for additional measures to address these issues.

As part of the review, it is also proposed to extend the PSPO boundary to better reflect the area currently covered by the City Centre Neighbourhood Policing Team. Aligning the PSPO area with the existing policing boundary will support a more consistent and coordinated approach to preventing and tackling anti-social behaviour.

The proposed variations and extension of the PSPO have therefore been developed to respond to current and emerging concerns, providing appropriate powers to prevent anti-social behaviour and helping to ensure that Leeds City Centre remains a safe, welcoming and accessible place for everyone.

As required by law, this order has been reviewed prior to its expiry and it has been agreed to both extend the order and vary its terms, to address existing, new and emerging trends in behaviour causing concern to residents, visitors and businesses. The proposed additional prohibitions are designed to dissuade inappropriate/ risky behaviours, inform and educate people, with the opportunity to use enforcement powers where necessary.

Please use this survey to comment upon a proposed Public Spaces Protection Order (PSPO) in Leeds City Centre.

The proposed PSPO will cover parts of Hunslet & Riverside, Little London & Woodhouse, and Burmantofts and Richmond Hill Council Wards, including public places of sites owned or managed by. Leeds Teaching Hospitals NHS Trust (LTHT),
