Seasonal Bedding and Floral Decorations

This survey is from Parks and Countryside at Leeds City Council.

The Council budget position received at Executive Board in September identified an estimated gap of £118.8m for the 2021/22 financial year. In response to this financial position the Council established a ‘Financial Challenge’ programme of service reviews to identify savings that would contribute towards closing this gap. In September, October and November, Executive Board received budget saving proposal reports which reduced the estimated budget gap down to £60.6m.

The Executive Board in December contained a proposal for a 50% general reduction in seasonal bedding displays throughout the city along with a 50% reduction in floral decorations in the city centre, subject to public consultation.

A general reduction in bedding would be achieved through a variety of methods such as removal of beds, reduction in size of existing beds, perennial planting and conversion to wildflower or grass.

We are keen to learn your views on this proposal so please read through the following information and indicate your responses to the questions at the end.


The consultation period commences on Monday 11th January 2021 and will close on Monday 1st February 2021 at 5pm.  Following this, detailed proposals will be prepared to inform a decision due to be taken before the end of March 2021.
